rf car seat help

i have recently purchased a safety 1st convertible car seat for my 17 month old daughter who is 22lbs and 31 in it says forward facing only for babies who are atleast 34in i tried to put it in rf but it doesn't seem to fit well is it suppose to be reclined all the way when i put the recline stand back to put it in rf it doesnt sit flush with the seat in my car so for now i have it forward but am concerned because she does not meet the height requirment for this seat in the ff position
